Massage Parlor Owner Charged with Human Trafficking

In March 2024, the Lewiston Police Department learned of an illicit massage parlor operating on Sabattus Street in Lewiston. The business owner was identified as Richard QIU, who is from Brooklyn, New York, and is associated with several massage parlors across Maine.
Investigators executed two search warrants at the location and discovered two individuals suspected of being human trafficking victims. During the search, they found video recording equipment, condoms, and over $12,000 that is believed to be proceeds from sex trafficking activities.
In July 2024, QIU was indicted by an Androscoggin Unified Grand Jury, and a warrant for his arrest was issued with bail set at $100,000. QIU was apprehended on September 6, 2024, by the U.S. Marshals in Boston, Massachusetts.
The investigation involved collaboration among several agencies, including Homeland Security Investigations (HSI), the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), the U.S. Marshals, and the Androscoggin District Attorney’s Office. The Sexual Assault Prevention and Response Services also provided assistance to the identified victims.
QIU faces multiple charges, including sex trafficking (Class D), forced labor (Class C), sex trafficking (Class E), and criminal forfeiture of property.
